The Commons

Common Dividend is funded by four types of "Common Use Fees" — charges levied on those who claim exclusive access to resources that belong to all Filipinos. This page provides an overview; each type has its own deep dive.

Land

6.5% of GDP → ₱1.95T/year

A 3% Site Value Tax on the location value of all Philippine land — the largest single source of Common Fund revenue. Reduces land speculation, lowers housing costs, and captures the value that communities collectively create.

1.5% of GDP → ₱450B/year

A levy of ~₱2,800/tonne CO₂ equivalent on greenhouse gas emissions from fossil fuels, cement, and large industrial sources. Internalizes climate costs while funding the dividend.

Royalties on the right to use patents, trademarks, copyrights, and other intellectual property.

Royalties on the use of radio frequencies, satellite orbital slots, and digital infrastructure. Telecom companies and broadcasters pay for their use of the electromagnetic commons.

Royalties on mining, offshore extraction, logging, and coastal fishery rights. Ensures that the mineral and biological wealth of the Philippine archipelago benefits all Filipinos, not just concession holders.
